Speaking in terms or the hiring process... I see people say apply to PD's and agencies. Are they the same?

An agency is commonly defined as a department or body providing a specific service for a government or similar organization. So yes, they are basically the same thing. A police department could be referred to as an agency. The term agency is sometimes used to describe law enforcement entities other than police departments such as the Bureau of Alcohol, Tobacco, Firearms and Explosives. Hope that helps!
